Department background



The evaluation of development co-operation provided by the Ministry of Foreign Affairs (MFA) has been performed since 2012. The legal framework of evaluation activities has been set out in the Act on development co-operation. In accordance with its provisions, the assessment relates to the objectives of development co-operation set out in the Multiannual development co-operation programme 2012-2015 (art.13 Act 10). 


The Mutual Programme spells out the objectives of the evaluation of Poland’s development co-operation. Evaluation covers development co-operation programmes in annual and multiannual perspectives, as well as individual projects or groups of projects. Evaluation may also cover the multiannual development co-operation programme for 2012-2015 (selected topics, horizontal areas and/or sector specific actions), and the annual Polish development co-operation plans, selected programmes, and projects/groups of projects. Commissioned by the MFA, evaluations are conducted by external institutions following public procurement procedures. Moreover, the MFA may conduct its own evaluations (internal evaluations), which will be complementary to external evaluations.


In the MFA’s Development Co-operation Department one person deals exclusively with evaluation issues: the evaluation coordinator.

Poland member profile



The Department of Development Co-operation prepares an annual evaluation plan that shows the organisation of the evaluation process and the main actions planned (range of research, resource allocation, schedule of activities). This document is accepted by the Undersecretary of State for Development. The plan is indicative in nature, can be modified and adapted to changing conditions and needs.


The activities are of ex-post evaluation nature (after the completion of the project or programme). They are carried out by external companies selected through the award of a public contract in accordance with the Public Procurement Law and the system of internal regulations of the MFA.


In 2012, the Department of Development Co-operation carried out an evaluation of Polish aid development projects. Came under scrutiny the SENSE programme and a set of projects aiming at strengthening social welfare institutions in Georgia (implemented in the framework of Poland's development co-operation between 2009 and 2011).


In 2013, evaluation has covered selected projects in the fields of regional development, building the potential of public administration and local government in Ukraine, as well as systemic global education in Poland on human rights issues. The projects were implemented in the framework of Poland's development co-operation from 2010 to 2012.


In 2014, the Ministry evaluated projects subsidized between 2011 and 2013: a two-year Master’s Scholarships Program in Specialist Eastern Studies at the University of Warsaw for students from the former Soviet Union and post-communist countries, and projects supporting the development of small and medium enterprises in Georgia and Ukraine as well as selected aspects of the activities of the Belarusian Radio Racja.

The publication "Better Aid: Evaluation in Development Agencies" provides individual evaluation profiles for each member of the DAC Network on Development Evaluation.

Each profile provides information on the core elements of the evaluation function set-up and management, including the mandate of the unit, mechanisms to protect independence and ensure quality, reporting lines and distribution of evaluation reports.
