DAC High Level Meeting


HLM 2016

The OECD Development Assistance Committee (DAC) convened a High Level Meeting (HLM) from 18-19 February 2016 in Paris, the first such meeting since December 2014 when ministers agreed to modernise the DAC's statistical system and its measurement of development finance. The February 2016 HLM reviewed progress in modernising the system, drawing on the results of the July 2015 Addis Ababa Third International Conference on Financing for Development and the September 2015 United Nations Sustainable Development Summit. The HLM also agreed on a number of outstanding issues, including the measurement in official development assistance (ODA) of peace and security expenditures and the donor effort involved in using private sector instruments. HLM participants discussed the role of development co-operation in the refugee crisis and, more broadly, in the 2030 Agenda.

Modernising the measurement of development finance

At the 2014 HLM, the DAC agreed to modernise the measurement of development finance, including the definition of ODA. This included clarifying the meaning of the “concessionality” of loans. Mainly, loans will no longer be counted at their full face value. Instead, only the grant portion of loans are now counted. Access the grant element dynamic graph for more information.
