Reliable, efficient and affordable energy provision is crucial for national economies and has an enormous impact on the lives of citizens. Even though the production of energy from renewable sources is growing rapidly, fossil fuels such as oil, gas and coal remain the main sources of energy worldwide.
PETROLEOS MEXICANOS (PEMEX)
Mexico is one of the world’s leading oil-producing and exporting countries. Oil revenues account for a large part of the national budget. The state-owned oil company Petróleos Mexicanos (PEMEX) is in charge of extracting and refining oil in Mexico and is one of the largest oil companies worldwide. It is also one of the largest buyer of goods, services and public works in the Mexican Federal Government.
In 2008, PEMEX introduced a new procurement framework and a series of initiatives to strengthen its procurement function, so as to develop efficiently and effectively large-scale, capital-intensive projects and maintain its competitive position on the global hydrocarbons market. In order to better implement this reform, in 2011 PEMEX asked the OECD to review the integrity and effectiveness of its procurement system and benchmark its procurement practices against international good practice.
The review benchmarked procurement practices in PEMEX against those in OECD countries and major international energy companies that face similar challenges.
MEXICAN FEDERAL ELECTRICITY COMMISSION (CFE)
The Mexican Federal Electricity Commission (Comisión Federal de Electricidad, CFE) is in charge of the control, management, transmission and commercialisation of electricity in Mexico. It provides electricity services to over 100 million inhabitants, covering nearly 97% of the total population, and is one of the largest buyer of goods, services and public works in the Mexican Federal Government.
In 2011, CFE requested the OECD to review the integrity and effectiveness of its procurement system. The OECD Recommendation for Enhancing Integrity in Public Procurement provided the analytical framework for the review.
