OECD-Indonesia Workshop on Disclosure of Beneficial Ownership and Control

The OECD-Indonesia Policy Dialogue was launched with a comparative background paper on disclosure of beneficial ownership in several jurisdictions and a consultative meeting on 5 October 2011.


This workshop provided a range of legislative and regulatory options for policy makers and regulators in Indonesia seeking to improve the disclosure of beneficial ownership and control. The trade-off between the costs and benefits of stringent disclosure rules is particularly important in order to understand the policy options available to Indonesian policy makers and regulators. This is critical to enhancing their capacity to monitor related party transactions and conflicts of interest. The discussion focused on key issues of design and did not attempt to set out a detailed blueprint for a disclosure regime; this will be up to Indonesia to decide, specifically.

  • the definition of beneficial ownership and, more importantly, disclosure of beneficial ownership and control
  • mechanisms that encourage compliance with the disclosure rules and regulations
