On 17 July 2012, the OECD Council adopted a Recommendation on Fighting Bid Rigging in Public Procurement, which together with the Guidelines, will help sensitise governments to assess their public procurement laws and practices at all levels in order to promote more effective procurement and reduce the risk of bid rigging in public tenders.
The OECD Council has adopted a number of non-binding Recommendations on competition law and policy. In addition, the Competition Committee has adopted Best Practices. These Recommendations and Best Practices are often catalysts for major change by governments.
International co-operation between OECD countries on anticompetitive practices affecting international trade has been in operation for more than 40 years based on a series of Council Recommendations which have been elaborated and progressively refined by the Competition Committee.

The OECD Recommendation on Merger Review aims to contribute to greater convergence of merger review procedures, including cooperation among competition authorities, towards internationally recognised best practices.
Some regulated firms risk operating simultaneously in a non-competitive activity and a potentially competitive complementary activity. This Recommendation calls for carefully balancing the benefits and costs of structural measures against the benefits and costs of behavioural measures.
Adopted on 25 March 1998, this Recommendation advises member countries to ensure that their competition laws effectively halt and deter hard core cartels by providing for effective sanctions and adequate enforcement procedures and institutions to detect and remedy hard core cartels.
