This report presents the findings by the Local Economic and Employment Development (LEED) Programme of the Organisation for Economic Co-operation and Development (OECD) of the local component of the "National review of entrepreneurship and SME policies ‟ in Poland. The review was undertaken by the OECD in collaboration with the Economic Development Department of the Polish Ministry of Economy. |
The goal of the overall review is to provide the Polish government, and in particular the national Ministry of Economy (MoE), with insights and recommendations for improving the design and delivery of SME and entrepreneurship policies and programmes in Poland based on an analysis of existing policy arrangements and comparison with international best practices.
The review has a national and a local component. The national part (which will be available in a separate publication) investigates mainly a number of issues such as the state of entrepreneurial and SME activities in Poland, the innovation performance of SMEs, the performance of implemented policies in these areas, etc. The local component focuses on the issues of tailoring policies to varying local needs, co-ordinating policies between national and local governments and agencies and securing an appropriate level of local proximity in the delivery of entrepreneurship policies and programmes.
The report presents the analysis of a fact-finding questionnaire for national authorities and the results of two study visits in Warsaw, Wroclaw, and Lodz in March and April 2009.
