Local Economic and Employment Development (LEED Programme)

Mission and objectives of the LEED Trento Centre



The OECD LEED Trento Centre for Local Development was established by the OECD, the Italian Government and the Autonomous Province of Trento (Italy) in 2003. The Centre is an integral part of the OECD LEED Programme. The mission of the Trento Centre is to build capacities for local development in OECD member and non-member countries.

So far the Trento Centre has issued more than 127 reviews, studies, guides and manuals; over 21 000 local development policy makers and practitioners have also benefited from Trento Centre capacity development seminars and activities.

Trento Centre activities

LEED Trento activities

  • Capacity building seminars for local development policy makers and practitioners through peer-to-peer learning under the guidance of the OECD to address identified needs. They are implemented using a wide range of methods, such as theoretical courses, group work and workshops, study visits and meetings with selected economic and governmental actors. The seminars can last from 1 to 5 days gathering from 15 to 60 participants. They can be organised in the participating countries or at the OECD Trento Centre in Italy. The Trento Centre also runs a Summer School on Local Developmentthat takes place every year in Trento on the last two weeks of July.
  • Policy assessment through active peer reviews, organised within the OECD LEED Programme’s review framework, to identify the needs of participating localities and priorities for policy improvement. Based on background analysis and field-work missions for each participating country or locality a report is prepared comprising: i) analysis of strengths and weaknesses of current policy approach; ii) comparison with international good practice; iii) learning models from OECD countries; and, iv) detailed policy recommendations specifically tailored to the context in each locality. The review is carried out within 6-9 months depending on the number of seminars and meetings agreed upon with partner institutions.
  • Workshops and conferences, organised in co-operation with local and international partners, are aimed at promoting exchange of best practice and at formulating shared suggestions for local development and employment policies and strategies.
  • Studies undertaken by the Trento Centre form part of the OECD LEED Programme’s research framework. They are designed to promote knowledge and comparison for local development and employment policies and strategies.
