Human resources and skills are becoming increasingly crucial to economic development. Additionally, in the context of the economic downturn, challenges such as high youth unemployment call for an increasingly collaborative approach between local employment officials, educational institutions and wider social and economic development partners.
But do labour market offices have sufficient flexibility in the implementation of their policies and programmes to contribute effectively to local strategies? How can increased flexibility be balanced with accountability and the achievement of national employment goals?

This conference in Aarhus reviewed the results of OECD research in Belgium, Canada, Denmark and the Netherlands, with policy makers from these countries debating the best way of managing flexibility and accountability within labour market policy.
Mr. Aart de Geus, Deputy Secretary General of the OECD was one of the keynote speakers at the conference.
