This report contributes to the discussion of interconnections between scarce resources by highlighting the nexus between land, water and energy (the LWE nexus). It focuses on a dynamic, integrated, and disaggregated analysis of how land, water and energy interact in the biophysical and economic systems. The report provides projections for the biophysical and economic consequences of nexus bottlenecks until 2060, highlighting that while the LWE nexus is essentially local, there can be significant large-scale repercussions in vulnerable regions, notably on forest cover and in terms of food and water security.
The analysis is based on coupling a gridded biophysical systems model with a multi-regional, multi-sectoral dynamic general equilibrium modelling assessment. Numerical insights are provided by investigating a carefully selected set of scenarios that are designed to illustrate the key bottlenecks: one scenario for each resource bottleneck, plus two scenarios that combine all bottlenecks, with and without an overlay of climate change.
Agriculture is expected to face increasing water risks that will impact production, markets, trade and food security - risks that can be mitigated with targeted policy actions on water hotspots. This report develops the hotspot approach, provides an application at the global scale, and presents a mitigation policy action plan. The People’s Republic of China, India and the United States are identified as countries facing the greatest water risks for agriculture production globally.
A global simulation shows that, in the absence of action, water risks in Northeast China, Northwest India and the Southwest United States in particular could have significant production, price and trade consequences. Agriculture water risks could also result in broader socio-economic and food security concerns. Farmers, agro food companies, and governments can all play a role in responding to water risks at hotspot locations. A three-tier policy action plan is proposed to confront water risk hotspots, encompassing targeted responses, adapted national policies, strengthened market integration and international collaboration.
Management of farm animal diseases is increasingly important in view of the threats they pose to farm incomes and sometimes even to the viability of farm enterprises, wildlife and humans. This report analyses the incentives for individual farmers to manage such risks and the governments' role to align farmer incentives with public objectives.
Identifying and assessing animal disease risks, as well as understanding their financial implications, are central to decisions made by farmers. The report examines the economic drivers of farmer decisions and government economic instruments, such as compensation related to livestock epidemics. It further discusses a spectrum of psychological and social drivers of farmer behaviour and emphasises the importance of government's more extensive role in the areas of information, communication and education related to disease management. Finally, farmer collective action in various areas of disease management is considered, such as capacity building, risk insurance, surveillance, and responses to disease outbreaks. The case studies of livestock disease management in Australia, Chile and Korea complement this analysis.
For a variety of reasons, energy use in the agro-food sector continues to rise, and in many countries, is highly dependent on fossil fuels, contributing significantly to greenhouse gas emissions. It is therefore becoming urgent to consider how the food supply chain can improve its energy efficiency. This report analyses ways of improving energy use in the agro-food sector in relation to both producers and consumers, and puts forward a set of policy recommendations that governments can introduce to meet green growth objectives and achieve sustainable development.

The Common Agricultural Policy (CAP) is the primary agricultural policy instrument of the European Union. This report focuses on the new features and institutional context of the current CAP 2014-20, adopted by the European Parliament and the European Council in December 2013. Special attention is given to risk management instruments and environmental measures. The conclusions drawn in this report seek to inform future reforms of the CAP.

Over the ten-year Outlook period, agricultural markets are projected to remain weak, with growth in China weakening and biofuel policies having less impact on markets than in the past. Future growth in crop production will be attained mostly by increasing yields, and growth in meat and dairy production from both higher animal stocks and improved yields. Agricultural trade is expected to grow more slowly, but remain less sensitive to weak economic conditions than other sectors. These demand, supply and trade pressures are all evident in Southeast Asia, where this report identifies scope to improve agricultural productivity sustainably. Real prices are expected to remain flat or decline for most commodities.

This report is the 30th in the series of OECD reports that monitor and evaluate agricultural policies across countries, and the fifth report to include both OECD countries and a set of emerging economies. It includes countries from all six continents, including the 35 OECD countries and the six non-OECD EU member states, as well as eleven emerging economies: Brazil, the People’s Republic of China, Colombia, Costa Rica, Indonesia, Kazakhstan, the Philippines, Russian Federation, South Africa, Ukraine and Viet Nam. Overall, the 52 countries covered by this report account for about two-thirds of global agricultural value added.
