Effective agricultural knowledge and innovation systems ensure that the global food system provides adequate supplies of high quality food and non-food agricultural products. |

The reviews will look at agricultural knowledge and innovation institutions and will examine the respective roles for the government and the private sector in strengthening innovation systems and facilitating adoption. The effectiveness of research and development (R&D) policy will be discussed in the context of global food security, climate change and other challenges facing the global food and agriculture system. International spill-overs of research and other trans-boundary issues, such as the transfer of technology, will also be examined from a development perspective.
The OECD Conference on Agricultural Knowledge Systems (AKS) in June 2011, organised jointly with the OECD Co-operative Research Programme (CRP), will contribute to the design of the country reviews.

The social rate of return to investments in agricultural R&D has been generally high, according to this review of the literature on the role of agricultural research and development in fostering innovation and productivity in agriculture.
