Elsa Pilichowski is the Counsellor in the Office of the Secretary-General of the Organisation for Economic Cooperation and Development.
In this capacity, Elsa assists on strategic policy issues and in the preparation of the OECD Annual Ministerial Council Meeting. Prior to taking up this role, Mrs. Pilichowski worked as an Advisor to the Secretary-General, supporting in the preparations of the Secretary General’s functions, including preparation for meetings and missions.
Elsa started her career at the World Bank Group before joining the OECD in 2000. She worked in the Public Governance and Territorial Development Directorate of the OECD from 2000 to 2012 on issues related to the organisation of government, government agencies and the management of the civil service in OECD countries, leading also the development of a large set of indicators on the management of civil servants and the OECD reviews of human resource management in Government and the 2012 Public Governance Review of France. Between 2012 and 2014, she worked in the Eurasia division of the Global Relations Secretariat, first as a project manager and then as acting Deputy Head of Unit.
Elsa is a French and Canadian national who graduated from the Institut d’Etudes Politiques de Paris and from the School of Advanced International Studies of the Johns Hopkins University.
