The measure of poverty
The economic crisis recedes in the rear-view mirror, but its impact on people’s lives remains visible. Two groups show particular signs of lingering economic hurt – the poor and the young. According to the OECD, poverty rose by 2 percentage points in rich countries between 2007 and 2011, and by rather more in countries like Spain and Greece. Now, if you’re a regular reader, you may be asking yourself, what sort of poverty? The answer is a little complicated, but it helps to illustrate an important idea: Standard measures of poverty don’t always tell us what’s really happening in people’s lives. Read more

Productivity and development: Competitive services can help, but can’t do everything
Strong growth over much of the past decade, particularly in China, has substantially boosted developing countries’ share of the global economy. In 2010, the share of global GDP of non-OECD countries overtook that of OECD countries, when measured in terms of purchasing power parity. But will this process of “shifting wealth” allow these countries to eventually converge with advanced country per capita incomes? The 2014 edition of OECD Development Centre’s Perspectives on Global Development shows that, at their average growth rates over 2000-12, several middle-income countries will fail to reach the average OECD income level by 2050. How's life in old age?
For many young people there is no time like the present when thinking about their life. When we are young we tend to think about how happy we are now and not ponder too much on what our quality of life will be like later. Most people using theOECD Better Life Index are below 65 years-old, and people of working age (20-64 year-olds) make up the largest part of the population, outnumbering the elderly (65+ years) four to one. But a look into the future gives a very different picture. Read more 

Managing expectations in fisheries
When I tell people I work in fisheries, the first question they ask is: “What fish can I eat?” Concern about the sustainability of fish stocks is widespread, and many people want to be sure they are making responsible choices when they buy fish. Given that most fisheries, especially in OECD countries, are managed by governments committed to their sustainable exploitation, this demonstrates a stunning lack of confidence in current approaches to fisheries management. Beneficiaries of existing programs can always be expected to resist change. The trick is to show them that the alternatives are even better. The OECD Handbook for Fisheries Managers describes how to do just that. Read more

Money matters: PISA tests financial literacy
You’d expect stakeholders in a highly-competitive, high-profit, high-risk, globalised industry to have a clear financial vision, but when the heroes of Irving Welsh’s Trainspotting are discussing what they’d do with the expected profits from a drug deal, only Spud seems to have thought it through. But although “Buy somethin’ for my Ma ” is a lovely reply, it suggests that young Murphy lacks the Financial Literacy Skills for the 21st Century. Read more

Depressing depression
Former US President Harry Truman, once said: “It’s a recession when your neighbour loses his job; it’s a depression when you lose yours.” This rings particularly true right now, when in some countries it might not just be your neighbour but your whole street, you included, that has lost their job. The OECD’s Making Mental Health Count tells us that mental health has a huge impact on economic productivity. Read more

Malthus wrong again, says OECD
As we pointed out in this article, there have been predictions that the world will face mass starvation ever since Malthus published his famous essays on demography. As Malthus himself put it in An Essay on the principle of population: “The power of population is so superior to the power of the earth to produce subsistence for man, that premature death must in some shape or other visit the human race.” When looking at the prospects for food production and consumption today, we have to look at the whole picture. The OECD-FAO Agricultural Outlook 2014-2023 doesn’t expect a Malthusian crisis to materialise. The report argues that the world’s farmers and fishers will be able to satisfy demand over the next 10 years. Read more

Can the New Deal for Fragile States Live Up To its Promise to Significantly Shift Agency to the Local?
On a recent visit to Mogadishu I was reminded again of the overwhelmingly complex set of challenges facing the government and people of Somalia, and their regional and international partners. The legitimacy of the government is challenged and its capacity to deliver is weak. At the same time, this government represents the best chance the people of Somalia have had in decades to benefit from some level of stability, rule of law and provision of basic services. Read more

The new deal for fragile states
Cedric de Coning’s article yesterday, “Can the New Deal Live Up To Its Promise to Significantly Shift Agency to the Local?” reminds us that the New Deal is meant to be a “game changer” in the way countries and organisations undertake development cooperation in fragile states. The New Deal calls for national ownership over the development process, involving “country solutions” to the challenges of peacebuilding and statebuilding. However, in fragile states, national ownership cannot be taken for granted. It needs to be built up, and this may require significant time and resources. It is not just about what countries and organisations do, but also howthey go about doing it. The process counts. Read more

Corporate Leaders: Your supply chain is your responsibility
On 24 April 2013 the Rana Plaza, a commercial building and garment factory in Dhaka, Bangladesh, collapsed, claiming some 1,130 lives and injuring thousands more. The shock was felt globally. How could this happen? Who was to blame? If the building was not fit for purpose, why was it being used? How could such a disaster be prevented from happening again? OECD Observer article
