The main objective of the OECD Network on Fiscal Relations across Levels of Government is to provide analysis and statistical underpinnings on the relationship between central and subcentral government, and its impact on efficiency, equity and macroeconomic stability, for both federal and unitary countries. The Network’s current programme includes examining local and regional taxing powers, the size and design of intergovernmental transfers, fiscal equalisation, budget autonomy of sub-central governments and the institutions to ensure fiscal discipline. Improving various public finance statistics and developing decentralisation indicators complement the analytical and policy work. Participating countries decide the programme of the Network and a Statistical Group guides the data collection process. The Network’s programme draws on earlier work of several OECD Committees and of the Secretariat.
