Since many new chemicals are sold in more than one market, and much the same information is reviewed in each country, governments, by working together in OECD on these chemicals, can reduce duplication of work and animal testing, speed up new product introduction to markets and reduce non tariff trade barriers due to different systems for managing new chemicals.

Implementation of the pilot phase of a new mechansim: the Parallel Process of Notification, definition of key terms and of chemicals subject to exemption and Reduced Notification Requirements; harmonization of formats for notification and for hazard/ risk assessment.
