Poverty in all its forms is the greatest challenge to the international community. One billion people live on less than $1 a day. In recent years a renewed impetus has emerged to reduce by half those living in extreme poverty by 2015 - and achieve the first (one) of the Millennium Development Goals (MDGs).

To help bilateral agencies sharpen their focus on poverty reduction efforts, the DAC Network on Poverty Reduction (POVNET www.oecd.org/dac/poverty) has produced guidance on how donors can promote pro-poor growth.

It has given particular attention to:

- agriculture,
- infrastructure, and
- private sector development.

It has also focused on the cross-cutting themes of ex-ante poverty impact assessment  and risk and vulnerability.
