The OECD Task Force on Harmonisation of Classification and Labelling was established in 1994 to develop a harmonised classification system for the hazards of chemicals and mixtures to human health and the environment and is the backbone of the GHS (Globally Harmonised Classification System).

2001 News Release  - OECD Reaches Agreement on Criteria for a Globally Harmonised Classification System for Chemicals

The UN Economic and Social Council (ECOSOC) adopted the Globally Harmonised System of Classification and labelling of Chemicals (GHS) in July 2003. The GHS is based on the classification criteria developed in OECD.  
The UN Sub-Committee of Experts on the GHS requests the OECD to develop proposals for completing/ revising the GHS in the areas of Human Health and Environment, within a given time frame.
