The Programme on Water Sector Reform in EECCA aims to support the reform of the water supply and sanitation sector, and to help mobilise finance, in order to help achieve the water-related Millennium Development Goals.

Activities under this Programme are organised in three main components:

Monitoring progress in implementing the water-related MDGs.  This activity aims at providing a firm empirical basis to support water sector reform and to monitor progress in this regard, including monitoring progress in achieving the water MDGs.

 

Managing the water sector more effectively and efficiently.  The aim of this activity is to support the identification and dissemination of good practices in the management of water supply and sanitation in EECCA. This includes work on performance-based contracts between water utilities and municipalities, financial planning capacity at the local level and dialogue on the possible role of public-private partnerships.

 

National policy dialogue on more efficient financial management of the water sector. The objective of this work area is to support national policy dialogue on the financing of water infrastructure by providing support to EECCA Governments for the development of strategic financial sector plans. This should help to ensure that available financial resources are used in the most effective way and to facilitate access to donor and IFI funds for the achievement of the water-related MDGs.

 

Work in these three areas is supported by the EAP Task Force Group of Senior Officials for Water Supply and Sanitation Sector Reform (GSO)  and by the EU Water Initiative EECCA Working Group. Since 2005, the EAP Task Force water programme has been implemented in close cooperation with the , currently chaired by Romania. There is now a strategic partnership between the two activities and, effectively, a joint work programme that is overseen by joint meetings of the and the EAP Task Force's GSO for Water Sector Reform.
