Engaging non-member countries in a dialogue is essential for the OECD Members in an era of global interdependence. The cooperation with Non-Members is supported by the Non-Member Countries Division of OECD's Environment Directorate and is carried out through regional programmes, country specific programmes and Global Forums. It includes: 

1. co-operation with the transition economies of Eastern Europe, Caucasus and Central Asia (EECCA) within the framework of the EAP Task Force for CEE/EECCA. The main activities of the EAP Task Force are: (a) promoting reform of the water supply and sanitation sector; (b) improving environmental financing; (c) strengthening environmental policies and ensuring better environmental compliance and enforcement; and (d) facilitating the achievement of objectives of the EECCA Environment Strategy overall. 

2. co-operation with most globally significant, emerging market economies of:

- People's Republic of China ; and

- the Russian Federation ;

3. and co-operation with countries with close trade and investment ties to OECD countries in the Asian region .

4. The Global Forums focus on high priority issues that are global in nature, requiring global participation. They address issues that defy resolution in individual countries or regions, such as Sustainable Development, Biotechnology and International Investment.
