OECD work helps Member countries harness technological change and innovation to boost economic growth and achieve other social objectives. It examines policies for supporting private-sector innovation by financing R&D and education, using intellectual property rights and competition policy to create environments conducive to innovation; and ensuring efficient linkages between science and industry. Work on innovation and technology policy is administered primarily by the Working Group on Technology and Innovation Policy (TIP), which reports to the Committee on Scientific and Technological Policy . TIP draws upon unique OECD statistics related to science and technology and contributes to the development of new indicators in this area. The TIP's primary objective is to inform policy makers within Member governments, but some of its outputs are made available to a broader audience through books, working papers, and conference proceedings. Most are issued on an ad-hoc basis, but a Science, Technology and Industry Outlook is published biennially. Current TIP work focuses on emerging patterns of public and private funding of R&D, public/private partnerships for innovation, strategic use of intellectual property rights, and international mobility of science and technology workers.
