GOV's work on public sector employment and management supports productive managerial change and improved personnel policies in the public service, integrating them with budgetary and other reforms to improve the responsiveness of government and the efficient delivery of public services.

The work on public sector employment and management has been at two levels.  Policy relevant analyses of specific technical issues have addressed questions such as comparative pay and employment analysis , the management of the senior civil service  and performance.  Broader strategic assessments, such as that on the consequences of ageing on the management of the civil service, have considered the implications of different human resource management systems and reforms for the broader modernisation agenda and for the coherence of government.

The work is conducted under the authority of the Public Governance Committee by the Public Employment and Management Working Party (formerly known as the Human Resources Management Working Party). This is a high-level collaborative forum of senior practitioners, established in 1985 and open to all OECD member countries and to Brazil, Chile and Slovenia as observers, seeking to address current challenges providing direction for the analytic work programme.

The Working Party meets annually and is currently chaired by Mike Watts, Director of HR Transformation, Cabinet Office, United Kingdom. Participation in the Working Party is at a high level.
