In 2004, the DAC Network on Development Evaluation commissioned a new study on joint evaluations to focus on recent experiences, new and evolving issues and the partner country perspective. A literature review and consultations with representatives of donor agencies, civil society and consultants was undertaken and a consultative workshop with developing country partners was held in Nairobi. The report to the DAC Network on Development Evaluation, Joint Evaluations, Recent Experiences, Lessons Learnt, and Options for the Future was presented by Horst Breier in June 2005.

This online resource centre has been developed to give easy access to a central and easily searchable database of evaluation reports and publications that have been published by the the DAC Evaluation Network and its members. DEReC currently contains over 800 evaluation reports and will help to disseminate members' publications as well as to build up the "institutional memory" of evaluations of DAC members' development co-operation efforts. DEReC is also an online facility for accessing the combined evaluation experience of Network members.

En 2004, la Belgique se situait au neuvième rang des pays du CAD en terme de pourcentage du RNB, avec un ratio de 0.41 % alloué à l’aide publique au développement (APD). Le CAD félicite la Belgique pour l’engagement pris d’atteindre le taux de 0.7 % dès 2010, qui est conforté par la mise en place d’un mécanisme juridique et budgétaire prévoyant une augmentation de 0.05 % par an d’ici à cette échéance. On 3 August 2005, Richard Manning the Chair of the DAC and Michel Reveyrand, the Chair of the Working Party on Aid Effectiveness, wrote to the heads of delegations of the Paris High Level Forum (28 February - 2 March) to inform them on the agreements reached on the targets for the 11 Indicators of Progress included in the Paris Declaration on Aid Effectiveness.

Les réformes mises en place par NZAID ont remédié aux défaillances qui avaient été mises en évidence dans le précédent examen du CAD en 2000. Le CAD a constaté que, dans la pratique, le choix pour NZAID du statut d’organisme semi-autonome s’est révélé judicieux. L’Agence a ainsi pu déterminer elle-même la structure de ses effectifs et se doter de solides compétences en matière d’élaboration de politiques et de programmes, dans le droit fil des théories les plus récentes sur l’efficacité de l’aide et les objectifs du millénaire pour le développement.

The scope of this study is to assess the importance of incentive systems internal to aid agencies in their efforts to deliver on the commitments made in the Rome Declaration on Harmonisation. It looks at different factors which influence individual and collective behaviour in aid agencies, and discusses whether these work for or against the adoption of harmonised practices and of the new paradigm in development cooperation based on donor coordination and country ownership.
