OECD calls for new approach to tackle teacher shortage

13/03/2012 - With many countries facing shortages of qualified teachers in key subjects, governments need to make the profession more attractive to talented graduates, according to a new OECD report.

Preparing teachers and developing school leaders for the 21st century says that one in five school principals reported that a lack of qualified maths or science teachers was handicapping their students’ learning. In Turkey, for instance, eight out of ten schools have staff shortages in key subjects, and over three out of ten in Luxembourg, Germany, Shanghai-China, and the Netherlands.

Experts at the OECD recently mapped a correlation between performance on the Program for International Student Assessment exam — which every three years tests math, science and reading comprehension skills of 15-year-olds in 65 countries — and the total earnings on natural resources as a percentage of G.D.P. for each participating country.  The results  indicated that there was a "significant negative relationship between the money countries extract from national resources and the knowledge and skills of their high school population."

Fewer pupils in a classroom means a better education: that for decades has been the thinking among parents and politicians.  But according to the OECD, it makes no difference at all whether there are 20 or 30 children in a class and in fact larger class sizes might even be better.  Just look at South Korea, it says, whose school leavers often learn in groups of 35 or more, and are increasingly finding their way into top universities both here and in America.  Seoul correspondent Lucy Williamson unpicks the paradox.

We can now add something else to the growing list of things money alone can’t buy: love, happiness–and strong performance in PISA. Results from PISA 2009 show that there is a threshold beyond which a country’s wealth is unrelated to its overall score in PISA.
