This new LEED Forum on Partnerships and Local Governance thematic brochure reviews the experience of 12 partnerships in different countries in addressing the implications of climate change and creating employment at local level.

The impacts of climate change - and especially the subsequent mitigation and adaptation policies - on labour markets are still largely unknown.
This paper discusses some of the impacts of climate change including labour market regulation, the dynamics of green growth at the level of jobs and skills development, and the local implications for mitigation and enabling green growth.

To ensure that people's needs are met, governments decentralise the way policies are designed and implemented. In the field of labour market policy, decentralisation is welcomed by a whole range of stakeholders, from business and local governments to community groups and NGOs. In the framework of the OECD LEED Forum on Partnerships and Local Governance this handbook presents a criteria list of good practice that can be read as a ‘tool’ to self-assess and re-orient current strategies, structures and practices in youth entrepreneurship support. Short descriptions of good practice initiatives from Austria, Canada, Denmark, Finland, France, Germany, Ireland, Portugal, Sweden, United Kingdom, the United States, and Ukraine provide useful guidance.

The region is growing at a rapid pace, industry is becoming more diversified, and job requirements are demanding more complex and sophisticated skills. This initiative aims to address the issues of employment and skills, especially through an interaction platform for members.

The LEED governing board recently adopted a new mandate which feeds directly into the OECD strategic objectives following the global crisis. In the recovery, economic prosperity and social cohesion will depend on the ability of our economies to generate sufficient employment, with possibilities for progression and accessibility for all. An integrated, cross-sector approach involving both labour market policy and economic development at the local level will be crucial to building better quality jobs in the recovery.
