The rollout of broadband Internet connectivity has allowed telecommunication, cable and satellite operators to offer an increasingly similar service blend of video, voice and data to subscribers. This paper sets out to provide an overview of developments across OECD countries in multiple play (triple play) services and some of the policy issues which may appear as more operators offer converged services. The analysis covers 87 firms in the 30 OECD countries. The appendix offers package and pricing details for 2-3 providers in each country.

This has been made possible by the phenomenally successful growth of the Internet, as a network of networks. In 2005 more than 20 000 networks with independent routing policies provided connectivity for themselves and many millions of their customers' networks, supporting close to a billion users around the world.

The commercialisation of Third Generation (3G) mobile services in the OECD has been delayed for a number of reasons. These include the delay in delivery of 3G terminal equipment, other technological problems and the financial crises affecting the telecommunications industry. However, during 2003 commercialisation of 3G services began to accelerate in a number of OECD countries.
