Dans quelle mesure l’aide contribue-t-elle efficacement à soutenir les pays dans la réalisation de leurs propres objectifs de développement ? Ce rapport apporte des éléments de réponse à cette question en évaluant les progrès accomplis dans 54 pays partenaires et nous permet de comprendre en quoi il est difficile d’accroître l’efficacité de l’aide au développement. Les résultats sont clairs : l'heure est aux bilans pour les donneurs et les pays partenaires. Ils doivent s'engager à entreprendre tout ce qui est nécessaire afin d’atteindre les cibles convenues d'ici 2010.

An OECD-DAC in-country consultation on Security System Reform (SSR) took place in La Paz, Bolivia from 29 September to 4 October. Various donors were involved in the consultation, which was held by invitation of the Bolivian authorities. Its principal aim was to build SSR capacity at the country level amongst donors and government, thus ensuring that the OECD SSR norm-setting agenda will be properly transferred from headquarters to the country level.

Les délégués au 3è Forum de haut niveau sur l'efficacité de l'aide (Accra, 2-4 sept) ont assisté à un débat spécial sur les échanges, l’investissement et l’efficacité de l’aide en Afrique. L’émission, produite en association avec le BBC World Service Trust, portait sur les questions importantes débattues au Forum. Des personnalités ont pendant une heure procédé à un échange animé de vues et d’opinions. Investing in Africa: What works? a été diffusé le 11 et 12 octobre 2008.

Developed and developing countries agreed to take bold steps to reform the way aid is given and spent. After three days of intense negotiations during the Third High Level Forum on Aid Effectiveness in Accra, Ghana (2-4 September), they endorsed the Accra Agenda for Action. Developing countries are committing to take control of their own futures, donors to co-ordinating better amongst themselves, and both parties to the Agenda are pledging to account to each other and their citizens. Any effort to develop serious capacity in the public sector to fully manage for results will have to start with an assessment of the existing capacity. Diagnostic reviews are an important - and growing - source of information to governments on the state of MfDR country systems. Together with the existing MfDR capacity assessment tools, this newly developed product allows developing countries to conduct assessments that provide a clear view of capacity gaps, develop actions to address them and target donor support.
