Cet ouvrage examine l’efficacité de l’aide alimentaire pour promouvoir la sécurité alimentaire et la lutte contre la pauvreté. Il démontre que l’aide alimentaire en nature a des coûts importants, et qu’une aide financière constitue dans la plupart des cas la meilleure solution. C’est presque toujours le moyen le plus efficace de financer une distribution directe de vivres ou d’apporter une aide budgétaire au développement en général ou à des projets. Par conséquent, il faut toujours décider en fonction du contexte si une aide alimentaire est ou non préférable à une aide financière.

The joint evaluation, An Evaluation of General Budget Support, looks at the use and effectiveness of direct payments to the budgets of developing country governments and shows that this system of delivering aid can be an effective way to strengthen the management of public financial systems in developing countries.

OECD donor countries now channel about US$ 5 billion – some 5 per cent of their aid – directly to the budgets of developing country governments. A new independent evaluation, released today at a conference hosted by the OECD, shows that this system of delivering aid can be an effective way to strengthen the management of public financial systems in developing countries, and has helped to improve access to services like healthcare and education.

Summary now available for this workshop that was held in Bamako, Mali. It provided representatives from Central, North and West African countries and their partner donor institutions the opportunity to identify practical actions that can be taken with respect to implementing the Paris Declaration.

En vertu de son mandat, le POVNET a élaboré des orientations à l’intention des donneurs pour la promotion d’une croissance favorable aux pauvres. Une déclaration de principe, établie dans le cadre des ces travaux est présentée dans ce document. Le POVNET a en outre produit des rapports sur les contributions respectives du développement du secteur privé, de l’agriculture, et des infrastructures à une croissance favorable aux pauvres.

Workshop on Results Reporting by Donor Agencies

L’engagement pris par la communauté internationale de réaliser les Objectifs du
millénaire pour le développement d’ici à 2015 ne saurait être satisfait en l’absence de capacités nationales suffisantes. Quels que soient le volume des ressources financières mises à disposition et l’ampleur du soutien extérieur, les efforts de développement déployés dans de nombreux pays comptant parmi les plus démunis ne pourront aboutir si leurs capacités ne sont pas renforcées au niveau national ainsi qu’au niveau local.

Hardly a major international development event goes by without calls for more aid to be untied. In response, the DAC had agreed in 2001 on a Recommendation on Untying ODA to the Least Developed Countries. While the Recommendation provided for exceptions concerning small contracts, the DAC has now decided to lift this exception.....(Extract from Room Document presented at the 15 March 2006 DAC Meeting).

This online resource centre has been developed to give easy access to a central and easily searchable database of evaluation reports and publications that have been published by the the DAC Evaluation Network and its members. DEReC currently contains over 800 evaluation reports and will help to disseminate members' publications as well as to build up the "institutional memory" of evaluations of DAC members' development co-operation efforts. DEReC is also an online facility for accessing the combined evaluation experience of Network members.
