Lessons Learnt from Experience with Debt-for-Environment Swaps in Economies in Transition

Debt-for-environment swaps can help simultaneously reduce fiscal stress, stimulate economic growth and increase domestic resources for environment. This report summarises the major lessons learnt from the experience with designing, negotiating and implementing debt-for-environment swaps in CEE and EECCA countries. The analysis presents a possible model that indebted low-income countries and their creditors could use to channel finance to address environmental problems of international significance.

Policies for a better environment: Progress in Eastern Europe, Caucasus and Central Asia

The political and economic landscape in the countries of Eastern Europe, Caucasus and Central Asia (EECCA) is evolving. Are environmental policies keeping pace? What are the main barriers to further progress? What are the emerging policy issues and priority areas for action? A new OECD/EAP Task Force report assesses the progress that has been made by countries so far in achieving the objectives of the EECCA Environment Strategy and focuses on actual policy measure taken by EECCA government.

Progress Report on Partnerships in Eastern Europe, Caucasus and Central Asia

 The Environment Strategy for countries of Eastern Europe, Caucasus and Central Asia (EECCA) was adopted at the 2003 “Environment for Europe” Ministerial Conference. As a broad strategic framework, it aimed at supporting EECCA countries’ efforts to facilitate partnerships. In Kiev, ministers requested the EAP Task Force to monitor progress on partnerships.

Translating Environmental Law into Practice: Progress in Modernising Environmental Regulation and Compliance Assurance in EECCA Countries

Poor environmental compliance is symptomatic of policy failure and implies high costs for society, undermines the rule of law, and distorts the level playing field for businesses.
The current report, developed within the framework of the EAP Task Force’s Regulatory Environmental Programme Implementation Network (REPIN), reviews progress in transposing the Guiding Principles into practice and provides recommendations on future action.
The report argues that EECCA countries need to pursue a better regulation process aimed at ambitious, but also fair, feasible, and clear environmental requirements.

This document provides information on current/planned activities related to the safety of manufactured nanomaterials in OECD member countries.  Information was provided by delegations who participated in the 2nd Meeting of OECD's Working Party on Manufactured Nanomaterials.  There are also reports on relevant current activities in other International Organisations such as the ISO. In addition, delegations added a short list of highlights at the top of their submissions to give readers a general idea of key events since the 1st meeting of the Working Party. 

Trends in Environmental Finance in Eastern Europe, Caucasus and Central Asia

The report builds on the analysis of environmental financing in Eastern Europe, Caucasus and Central Asia (EECCA) prepared within the framework of the “Environment for Europe” ministerial conferences. It provides a comprehensive picture of financial flows for the improvement of the environmental conditions in the EECCA region based upon the assessment of domestic environmental expenditure as well as donors’ assistance and lending from International Financial Institutions (IFIs).

Report of the OECD Pesticide Risk Reduction Steering Group Workshop "Pesticide User Compliance"

This report presents a summary of the discussions at, and the outcomes from, the OECD workshop on Pesticide User Compliance Issues. The workshop was held in Ottawa, from 6-8 June 2006 and was hosted by Health Canada’s Pest Management Regulatory Agency (PMRA). The focus of the workshop was on issues and impediments to compliance associated with pesticide use. Such issues were addressed in the context of reducing risks to human health and the environment as well as risks to the integrity of the regulatory process.
