How effective is aid at helping countries meet their own development objectives? Some of the answers can be found in this survey report which presents the results from the second-, follow-up survey on Monitoring the Paris Declaration on Aid Effectiveness. It assesses progress in 54 developing countries and helps us understand the challenges in making aid more effective in order to advance development.

Dans quelle mesure l’aide contribue-t-elle efficacement à soutenir les pays dans la réalisation de leurs propres objectifs de développement ? Ce rapport apporte des éléments de réponse à cette question en évaluant les progrès accomplis dans 54 pays partenaires et nous permet de comprendre en quoi il est difficile d’accroître l’efficacité de l’aide au développement. Les résultats sont clairs : l'heure est aux bilans pour les donneurs et les pays partenaires. Ils doivent s'engager à entreprendre tout ce qui est nécessaire afin d’atteindre les cibles convenues d'ici 2010.

Developed and developing countries agreed to take bold steps to reform the way aid is given and spent. After three days of intense negotiations during the Third High Level Forum on Aid Effectiveness in Accra, Ghana (2-4 September), they endorsed the Accra Agenda for Action. Developing countries are committing to take control of their own futures, donors to co-ordinating better amongst themselves, and both parties to the Agenda are pledging to account to each other and their citizens. Any effort to develop serious capacity in the public sector to fully manage for results will have to start with an assessment of the existing capacity. Diagnostic reviews are an important - and growing - source of information to governments on the state of MfDR country systems. Together with the existing MfDR capacity assessment tools, this newly developed product allows developing countries to conduct assessments that provide a clear view of capacity gaps, develop actions to address them and target donor support.

Donors and partners are accountable for development results: “A major priority for partner countries and donors is to enhance mutual accountability and transparency in the use of development resources. This also helps strengthen public support for national policies and development assistance.” (Paris Declaration) Three country case studies examine how the mutual accountability process operates in Mozambique, Rwanda and Vietnam .

Par la Déclaration de Paris sur li'efficacité de l'aide de mars 2005, plus d'une centaine de pays sont fermement engagés à mesurer le succès ou l'échec de leur action pour rendre l'aide plus efficace. 34 countries that receive aid participated in a groundbreaking survey to measure the effectiveness of aid. Generally encouraging, the results show that developing countries and donors are working hard to made aid work better.
