The European Commission´s (DG Enlargement) ad-hoc evaluation of CARDS regional programmes in the Western Balkans has been completed. The final report prepared by Deloitte Consulting in December 2008 is available on the EU-Enlargement's website under the heading "Thematic Evaluation Reports".

Update No. 15, the latest issue of Sigma's online newsletter, focuses on Robert de Koning's new book on Public Internal Financial Control and launches a discussion on the PIFC concept and system approaches. This issue features reviews of the book by the former French General Inspector of Finance and experts from the European Court of Auditors, the Institute of Internal Auditors-Bulgaria, the UK Chartered Institute of Public Finance & Accountancy and the European Commission /DG-Budget.

The EC's Enlargement Commissioner announced on 12 July the launch of a dialogue between EU citizens and candidate countries. He indicated that the enlargement process must "respect the absorption capacity of the EU and the capacity of the candidates to meet strict conditions". The Commissioner's "Plan C for Enlargement" focuses on "consolidation, conditionality and communication" and underlines the need to firmly maintain the conditions for membership while ensuring the momentum of enlargement.
