Improving the functioning of the housing market in the United Kingdom

Rigid housing supply and fast–rising demand have pushed house prices up in recent years, reducing affordability and contributing to macroeconomic and financial instability. Reforms to housing policy should aim to increase affordability and mitigate excessive house price volatility by enhancing the supply of available land and reducing the volatility of housing demand through more effective property taxation.
