Our 2011 monitoring survey shows partner countries recognise the need to mainstream trade in their national and regional development strategies, and are making progress towards this objective. And donors are responding by continuing to mobilise additional resources.

Enterprise support should therefore focus more on making firms more productive and overcoming size constraints. Furthermore, an active approach to better market the advantages of Estonia as a location for export-oriented foreign investors appears warranted.
