Our 2011 monitoring survey shows partner countries recognise the need to mainstream trade in their national and regional development strategies, and are making progress towards this objective. And donors are responding by continuing to mobilise additional resources.

Estonia is an open economy with a business friendly regulatory environment. Nevertheless it has not fully reaped the benefits of globalisation. Enterprise support should therefore focus more on making firms more productive and overcoming size constraints. Furthermore, an active approach to better market the advantages of Estonia as a location for export-oriented foreign investors appears warranted.

Access to international trade in intermediate inputs boosts innovation and productivity for domestic firms, according to this study. However, these dynamic gains from trade depend on complementary policies such as access to finance, access to skilled labour and macroeconomic stability.

To get closer to the technology frontier, Slovenia should reform its education system and adopt policies to promote innovation, labour market flexibility, a friendlier environment for foreign direct investment and a stronger governance of enterprises in which the government holds a significant stake.
