New Zealand aid agency a success - now time for aid levels to rise

The reforms introduced by New Zealand's agency NZAID have addressed problems identified in the previous DAC peer review by fostering strategic focus and development expertise. The DAC found that in practice the semi-autonomous status of NZAID is working successfully. Its independent staffing structures and strong policy and programme development capacities are well-aligned with international thinking on aid effectiveness and the UN Millennium Development Goals. But New Zealand should back up those ambitions with a clear programme of medium-term increases in aid.

The Secretary-General’s report proposes an agenda to be taken up, and acted upon, at the summit. These are policy decisions and reforms that are actionable if the necessary political will can be garnered.

The African Economic Outlook (AEO) model presented in this paper was designed to make short to mid term forecasts on two key variables, output and the rate of inflation, in a simple and standardized way allowing for country comparisons. Many must enhance their ability to address corporate insiders' abusive use of schemes to expropriate or divert resources from other stakeholders.
