Competition law and policy in the Czech Republic have converged on European practices. Since the OECD review of Czech competition policy in 2001, the country has joined the European Union, while the Czech Competition Act has been revised and now closely follows the substantive terms and enforcement methods of the European Commission.

Non member economies that wish to participate in the Competition Committee as observers in 2008-2009 are invited to submit their applications no later than 31 August 2007. The Committee will decide in October 2007 which applicants will be proposed to the Council for approval. The application must explain how the applicant will fulfill the elements of the Competition Committee's Proactive Strategy vis-à-vis Non Members.

There is broad agreement among competition agencies from OECD countries that the purpose of competition policy is to protect competition, not competitors. In pursuing that objective, many agencies and courts have repeatedly used the phrase “competition on the merits” to explain and justify their views on how to distinguish conduct that harms competition from conduct that advances it. Yet that phrase has never been satisfactorily defined.

In May 2003, Leaders in the region met to assess progress and problems and decide paths for future action. They launched a Network of competition authorities in Southeast Europe for enhanced co-operation, with annual meetings and other joint activities.
