Despite progress over the past decades, Greece’s educational indicators lag behind those of other OECD countries. PISA scores are low, a large number of tertiary students study abroad, and attainment rates are low at all levels of education.

The main empirical findings are that government spending is a powerful determinant of education outcomes, but this is not the case for health, and that spending on non education programmes are also at least as important.

Intergenerational social mobility

This paper assesses recent patterns in intergenerational social mobility across OECD countries and examines the role that public policies can play in affecting such mobility. It shows that the relationship between parental or socio-economic background and offspring’s educational and wage outcomes is positive and significant in practically all countries for which evidence is available.

Intergenerational social mobility in European OECD countries

The empirical estimates show that intergenerational wage persistence is relatively high in southern European countries, as well as in the United Kingdom. Likewise, intergenerational persistence in education is relatively high both in southern European countries and in Luxembourg and Ireland. By contrast, both persistence in wages and education tends to be lower in Nordic countries.

The Swedish labour market functions well for core workers, but the inclusion of youth could be improved. The OECD Economic Survey takes an economy-wide perspective and advocates both education and labour market policy measures. In particular, vocational programmes would make youth more job-ready.
