The Development Assistance Committee found Finland to be a committed development co-operation actor. Finland has signed up to the Paris Declaration, but needs to make sure that its proposals to make aid more effective and to increase coherence among policies that affect development bring real results. The Committee also urged Finland to stick to its target of allocating 0.7% of its gross national income to development assistance by 2015.

In 2004, Belgium was in ninth position among the DAC countries in terms of the percentage of GNI allocated to official development assistance (ODA), with a ratio of 0.41%. The DAC congratulated Belgium on its commitment to reach 0.7% by 2010, which is backed by the introduction of a legal and budgetary mechanism providing for an increase of 0.05% per year until 2010. The reforms introduced by New Zealand's agency NZAID have addressed problems identified in the previous DAC peer review by fostering strategic focus and development expertise. The DAC found that in practice the semi-autonomous status of NZAID is working successfully. Its independent staffing structures and strong policy and programme development capacities are well-aligned with international thinking on aid effectiveness and the UN Millennium Development Goals. But New Zealand should back up those ambitions with a clear programme of medium-term increases in aid.

Australia’s geographic location within the Asia Pacific Region is unique, and represents a challenge few donors face in terms of the proximity of countries affected by poverty, deficient governance and political instability. Australia’s security and economic progress and development interests in neighbouring countries are therefore highly interdependent. Since the last Peer Review of Australia in 2000, some promising change processes have been underway.

Austria has carried out significant reforms in its aid system since the last Peer Review in 1999. These include the Development Co operation Act, adopted in 2002 and amended in 2003, and the Three-Year Programme 2004-2006 to guide Austria's aid priorities. In the 2004 Review, the DAC commends Austria's commitments to poverty reduction and the achievement of the MDGs and hopes that they will be fully operationalised and reflected in the allocation of resources.

The aim of this joint country assessment was to understand how the implementation of donors’ partnership strategies contributes to country ownership. Four DAC members (Denmark, Finland, Ireland, and Japan) agreed to participate in the Joint Country Assessment in Tanzania.

2002 marked a turning point in French development co operation policy, an area that the President of the Republic has made one of his priorities. At the International Conference on Financing for Development held in Monterrey in 2002, the French President pledged to increase France’s official development assistance (ODA) to 0.5% of gross national income (GNI) by 2007 and ultimately to 0.7% by 2012.

Japan’s development co-operation programme has undergone major reforms and significant restructuring since the last Peer Review in 1999. Most importantly, its Official Development Assistance (ODA) Charter was revised to reflect changed domestic and international circumstances.
