The OECD Working Party on Biotechnology is developing Council Guidelines on human biobanks and genetic research databases (HBGRDs) through an expert group of member countries. The Guidelines are intended to assist both OECD and non-OECD governments in the development of policies applicable to HBGRDs and to provide guidance for private and public sector HBGRDs.

This publication presents the results of a survey of over 800 genetic testing laboratory directors in 18 OECD countries. It covers questions such as types of laboratory policies and practices in place to assure the quality of human genetic testing and the proficiency of those that carry out such tests. It includes information on policies regarding samples and genetic data handling, as well as the transborder flow of specimens.

In order to meet modern demands for the further advancement of biotechnology and life sciences, the OECD in 2001 introduced a new concept of repositories and providers of high quality biological materials and information: Biological Resource Centres (BRCs). BRCs are considered to be one of the key elements for sustainable international scientific infrastructure, which is necessary to underpin successful delivery of the benefits of biotechnology, whether within the health sector, the industrial sector or other sectors, and in turn ensure that these advances help drive growth.

The threat of bioterrorism gives rise to the need to protect facilities that work with, store or transfer dangerous biological material from being intentionally misused for malevolent ends. The OECD Best Practice Guidelines on Biosecurity for BRCs are designed to secure all types of biological materials (e.g. plant-, animal-, micro-organism- and human-derived) in proportion to the risk they present.

Large-scale study of populations may contribute significantly to science’s understanding of the complex multi-factorial basis of disease and to improvements in prevention, detection, diagnosis, treatment and cure. This book summarises the proceedings of a conference on human genetic research databases. It examines what they are and provides a number of examples. It looks at how they have been established, governed, and funded, and how they are managed and commercialised, exploring what the policy implications are for governments.

In 2006, the International Futures Programme (IFP) began an 18-month project that aims to draft a broad policy agenda for governments in respect to the bioeconomy. The bioeconomy, a new concept, covers a broad range of economic activities, each benefiting from new discoveries, related products and services arising out of the biosciences. The project will assess how pervasive biotechnological applications are likely to become, the prospects for further development over the next two to three decades and the potential impact on the economy and society.
