The Blue Sky II Forum (Ottawa, September 2006) called for closer collaboration between the statistics and policy communities to help improve the measurement of innovation and of its economic and social impacts. The Joint NESTI-TIP Workshop on Innovation Indicators for Policy Making and Impact Assessment brings together leading statisticians and experts on innovation indicators development as well as senior policy makers and analysts who use innovation indicators in policy development and the assessment of innovation performance.

The Frascati Manual FOS classification is used to classify R&D expenditure by functional fields, notably public sector R&D. The revised FOS reflects the latest changes in S&T, especially as regards emerging fields such as ICT, biotechnology and nanotechnology.

It sought to explore ways to better address information needs for measuring and monitoring the NIS, and to support evidence-based policy making by improving existing indicators and developing new ones. This paper examines the extent to which manufacturing output and employment are declining in OECD countries and explores possible causes, including increased productivity, slow growth in demand for manufacturing products, loss of markets to imports, statistical and classification issues, etc.

Over the past few years, there has been growing interest in internationally comparable statistics and indicators on productivity growth, which have become an important focus of OECD work. This has included efforts to improve the measurement of productivity growth and work to enhance the understanding of the drivers of productivity performance. The 2006 productivity compendium includes a large number of indicators together with methodological notes, and describes the measurement challenges, data choices and remaining measurement problems.

The development of the OECD’s input-output database started over a decade ago and it is currently undergoing its second update. This paper describes the database, its uses, and the OECD’s experience in the compilation of these tables in the hope that this may benefit input-output compilers in national statistical offices and provide them with a better understanding of the information needed by the OECD to compile these tables in order to meet the demands of users.
