This report presents the results of a joint OECD/EC seminar on the development of harmonised environmental indicators for pesticide risk. The seminar was held on 13 November 2006 in Bonn (Germany). The aims of this seminar were to: present the indicators developed in the framework of the EC-funded HAIR project (Harmonised environmental Indicators for pesticide Risk), discuss issues related to further developments, and consider ways of broadening the use of these indicators across OECD Member countries.

Section 4.1.1 of the OECD Monograph Guidance Document has been revised to include text which specifies that Regulatory Authorities should not use the contents of a Monograph from another country as a basis for their regulatory decisions unless the data package upon which a particular Monograph was based has been provided to the Authority, or the owner of the data has granted permission for use of the summary evaluation in a Monograph in lieu of the data.

This report presents a summary of the discussions at, and the outcomes from, the OECD workshop on Pesticide User Compliance Issues. The workshop was held in Ottawa, from 6-8 June 2006 and was hosted by Health Canada’s Pest Management Regulatory Agency (PMRA). The focus of the workshop was on issues and impediments to compliance associated with pesticide use. Such issues were addressed in the context of reducing risks to human health and the environment as well as risks to the integrity of the regulatory process. OECD countries agree to a ten-year vision for the harmonisation of regulatory approaches for agricultural pesticides (chemical and biological) to facilitate and promote the sharing of work between regulatory authorities. The highlight of this “Vision” is that by 2014, OECD countries will routinely accept dossiers prepared by stakeholders in the OECD format; will routinely exchange "monographs" containing reviews of the data submitted; and will use OECD "monographs" as a basis for independent risk assessments and regulatory decisions for new and existing pesticides.
