The purpose of this case study document is to identify the similarities and differences between the emission estimation methods used in Pollutant Release and Transfer Registers (PRTRs) and Emission Scenario Documents (ESDs). The applicability of PRTR methods to the risk assessments intended by ESDs is also evaluated. Pulp and paper manufacture and textile wet processing are focused on in this document.

This document summarises the outcome from a Policy Dialogue on Exposure Assessment held in June 2005 in Paris. Meeting documents developed from information submitted by member countries are attached. While this document is a synopsis of current activities and not necessarily comprehensive, it is expected to provide an "entry level" discussion of exposure assessment approaches across OECD.

- Main Report - Annex Series on Emission Scenario Documents No. 13 (April 2005) This document provides a methodology for determining the emission load or initial concentrations from the use of antifouling products. “Fouling” is an unwanted growth of biological material, such as algae, on a surface immersed in water (salt or fresh water). To prevent fouling of immersed surfaces, antifouling products (antifoulants) are used. The document can support risk assessments of antifouling products for notification and authorisation procedures in OECD countries.

OECD/UNEP Guidance on POP/PBT Multimedia Models Published

OECD, in a joint effort with UNEP, published a guidance document on the use of multimedia models in the assessment of POPs (persistent organic pollutants) and PBTs (persistent, bioaccumulating and toxic substances). This document is expected to be used in the estimation of environmental persistence and long-range transport potential of chemicals in member countries, as well as for the identification of new POP substances under the UNEP Stockholm Convention.

The first OECD Environmental Emission Scenario Documetn (ESD) on wood preservatives has been published as part of the work on biocides. This ESD will help OECD Member countries to estimate the concentrations in the environment of specific active substances used in wood preservatives.

OECD publishes a guidance document for reporting summary information on environmental, occupational and consumer exposure to chemicals. It includes three reporting formats and guidance for using them. This guidance document will be used in reporting of the post-SIDS (Screening Information Data Set) activity to collect exposure information, and can be used in other international or national chemical assessment programmes.

The report of the OECD/UNEP Workshop, held in October 2001 in Ottawa, was published in the OECD Testing and Assessment Series. An expert group has been established to follow up on the recommendations from the workshop, and will meet in October 2002.
