Translating Environmental Law into Practice: Progress in Modernising Environmental Regulation and Compliance Assurance in EECCA Countries

Poor environmental compliance is symptomatic of policy failure and implies high costs for society, undermines the rule of law, and distorts the level playing field for businesses.
The current report, developed within the framework of the EAP Task Force’s Regulatory Environmental Programme Implementation Network (REPIN), reviews progress in transposing the Guiding Principles into practice and provides recommendations on future action.
The report argues that EECCA countries need to pursue a better regulation process aimed at ambitious, but also fair, feasible, and clear environmental requirements.

Proposed System of Surface Water Quality Standards for Moldova

Review of Funding of Environmental Compliance Assurance released

A comprehensive review of funding of environmental assurance systems is now available. It has been carried out to respond to enforcement officials' request for support to develop financial strategies and management regimes for enforcement agencies that follow the principles of effectiveness and efficiency. The review covers the application of cost-recovery, polluter pays, and other sound principles of public policies together with better mechanisms for cost assessment, improving financial management and budget allocations, as well as increasing efficiency of enforcement activities.

Inspectors Toolkit

The Inspectors Toolkit has been published in 2005. It covers a wide range of management, procedural and substantive aspects of enforcement and compliance. This comprehensive training and methodological material has been developed by the OECD/EAP Task Force on the basis of best international practice to support improvements and help build the capacity of environmental inspectorates in transition economies.

Guiding Principles for Reform of Environmental Enforcement Authorities in Transition Economies of Eastern Europe, Caucasus and Central Asia adopted at the Ministerial Meeting in Kiev

Environmental Ministers from the whole Europe, the US and Canada in their Declaration adopted at the Conference in May 2003 in Kiev, Ukraine adopted "Guiding Principles for Reform of Environmental Enforcement Authorities in Transition Economies of Eastern Europe, Caucasus and Central Asia (EECCA)" as a basis for true institutional restructuring and rebuilding enforcement and compliance assurance systems following the crisis that touched the region in the 1990s.
