Brazil under-invested in infrastructure for over three decades, and infrastructure investment rates have come up only slowly since 2007. Infrastructure needs are sizeable in almost all sectors. It is likely that at its current stage of development the country will benefit from large pay-offs from infrastructure spending.

Stronger growth is also important to stabilise the debt ratio. The Strategy’s objective of increasing demand in four areas – green innovation, health care, economic integration with Asia and regional development – should rely primarily on regulatory reform rather than on costly fiscal measures.

The OECD has issued revised product market regulation indicators to measure how far rules and laws promote or inhibit competition. The indicators cover state control of businesses, legal and administrative barriers to entrepreneurship and obstacles to international trade and investment.
