Public rights of way for fibre deployment to the home

Fibre network deployments in the last mile are viewed as a key technology for communications access in the high-speed broadband market providing capacity that is symmetric and can support multiple play services. One factor which can slow the pace of fibre investment in the local loop is the cost associated with legal and regulatory procedures in obtaining permits for access to streets, roads, and other public lands as well as barriers to access existing ducts.

OECD launches new broadband portal

This portal provides a wide range of broadband indicators on penetration rates, usage, geography, prices, speeds and services. For example, the 221 million broadband subscribers in the OECD area spend an average of USD 49 per month for broadband and receive an average advertised connection of 13.7 megabits per second. OECD Broadband Statistics to December 2006

Over the past year, the number of broadband subscribers in the OECD increased 26% from 157 million in December 2005 to 197 million in December 2006. This growth increased broadband penetration rates in the OECD from 13.5 in December 2005 to 16.9 subscriptions per 100 inhabitants one year later.

The rollout of broadband Internet connectivity has allowed telecommunication, cable and satellite operators to offer an increasingly similar service blend of video, voice and data to subscribers. This paper sets out to provide an overview of developments across OECD countries in multiple play (triple play) services and some of the policy issues which may appear as more operators offer converged services. The analysis covers 87 firms in the 30 OECD countries. The appendix offers package and pricing details for 2-3 providers in each country.
