The OECD Communications Outlook 2007 presents the most recent comparable data on communication sector performance and provides information on policy frameworks in OECD countries. The report also provides detailed time series data of up to 10 years for a number of key indicators. In addition, for the first time, the 2007 edition includes analysis of the communication sector in five large non-OECD countries: Brazil, Russia, India, China and South Africa.

Over the past year, the number of broadband subscribers in the OECD increased 26% from 157 million in December 2005 to 197 million in December 2006. This growth increased broadband penetration rates in the OECD from 13.5 in December 2005 to 16.9 subscriptions per 100 inhabitants one year later.

Internet traffic prioritisation is an increasingly important policy issue as bandwidth demands increase and Internet applications require higher levels of quality of service to function well. Debates about traffic prioritisation, particularly in the context of “network neutrality” discussions, have been divisive. The study provides background for national debates by examining the role of traffic prioritisation in networks and highlighting associated policy and regulatory issues.

This evolution is driven by declining average revenues per user in both the mobile and fixed markets, and competition from other technologies, as well as from voice over Internet Protocol services (VoIP). FMC will be facilitated by the adoption of Next Generation Networks in which all communications traffic uses Internet Protocol (IP).

Almost any type of content can be converted into a digital form and then exchanged over the Internet, via fixed or mobile connections and using multiple platforms and terminal devices. This has had, and is expected to continue to have, a major effect on electronic communication markets. Telecommunication operators, in effect, have become content providers, broadcasters offer Internet services and network providers provide multiple-play services.

After analogue TV signals are switched off with the shift to digital transmission, a significant amount of spectrum bandwidth is expected to be freed-up, potentially making it available for other applications rather than replicating the similar quality analogue TV programmes. This paper discusses spectrum management issues in relation to digitalisation of terrestrial television broadcasting.
