Governance of Decentralised Pay Setting in Selected OECD Countries - OECD Working Paper on Public Governance 2007/3, April 2007

The need for more differentiated pay setting in the public sector is probably the most important driver behind decentralisation. Both the labour market and the public activities have become less homogeneous, and public administrations need – just like any other employer – to develop pay-setting arrangements that are sufficiently flexible to enable an adaptation of pay systems and pay structures.

Surveys on Strategic Human Resources Management in Government and Comparison of Employment in the Public Domain across OECD Countries have been sent out to member countries for updating. Preliminary results will be presented at the Public Employment and Management Working Party meeting in December.

Peer reviews of Human Resource Management

The first peer review of HRM is currently underway. Results of the peer reviews will be discussed at the meetings of the Public Employment and Management Working Party.

Human Resources Management Working Party renamed the Public Employment and Management Working Party

After discussion at the 2005 Working Party meeting, it has been decided to rename the Human Resources Management Working Party the Public Employment and Management Working Party. Mike Watts from the United Kingdom was elected as the new Chair.

2004 HRM Working Party

The HRM Working Party Meeting took place on 7-8 October in Paris at OECD headquarters. The main theme of the working party was the Modernisation of Public Sector Employment. Key topics presented at the working party were the results of the Modernisation Review; the results of the HRM Survey  conducted in 2003 and a report on performance-related pay policies of government employees in OECD member countries.

Senior Civil Service Reform report

A project was launched in 2003 to analyse reforms of senior civil service systems and reforms across OECD member countries. This project was conducted in close co-operation with the French Ministry of Economy and Finance. An expert meeting was organised in October 2003 to address this topic. A summary report has been prepared, and provides an overview of reforms of the senior civil service across 12 OECD member countries (Belgium, Canada, Finland, France, Italy, Korea, Mexico, Netherlands, New Zealand, Spain, United Kingdom, and United States).
