This meeting took place on 10-11 January 2005 in London and focused on the institutional design and governance issues raised when setting up or modernising sectoral regulators. From a public governance perspective, regulatory authorities are granted significant regulatory powers, with a certain level of independence in decision making. Independent regulators are being established in different administrative cultures, under various constitutional constraints, with different ways of delegating regulatory powers at arms' length from government.
