Since a catastrophic Tsunami hit coastal areas around the Indian Ocean on 26 December 2004, many have suggested that trade could be a more useful instrument to assist the recovery of affected countries than aid transfers alone. This paper examines the economies of the affected countries and identifies their overall trade interests and market access concerns. It summarizes EU and US trade measures which aim to help the recovery. Even when trade measures benefit the tsunami-affected countries, they may have limitations in delivering benefits directly to the affected people and region.

OECD Trade Policy Working Paper No. 20. This paper presents additional findings from the on-going work of the OECD project on trade preference erosion. The purpose was to assess in more detail the situation of those preference-reliant countries seen as being most at risk of experiencing negative welfare effects from preference erosion as a consequence of multilateral tariff liberalisation (building on a previous paper by Lippoldt and Kowalski, 2005).

The Papers to be published in both electronic and paper format concern a variety of topical issues at the interface of trade and the environment. The Working Paper series will become a new vehicle for disseminating studies prepared for the OECD's Joint Working Party on Trade and Environment, whose mandate is to promote the mutual compatibility of trade policies and environmental policies.

The Experts of the Participants to the Arrangement on Officially Supported Export Credits met on 23-24 June at the OECD in Paris to discuss international guidelines for assessing the environmental impact of hydropower projects in the context of both the recent Agreement on Special Financing Terms for Renewable Energies and Water Projects and the OECD Recommendation on Export Credits and the Environment. These discussion will contribute to the deliberations of the Participants in the Autumn when a conclusion on the issue is expected.
