Hosted by the German government and convened jointly with InWEnt gGBmbH, this Workshop brought together policymakers, regulators and representatives of standards, accreditation and conformity assessment bodies, as well as representatives of business groups and other stakeholders. Participants shared experiences and discussed recent work in the field by OECD and other organisations. This volume compiles the written submissions by programme participants.

This report sets out the particular approach to special and differential treatment (SDT) in the General Agreement on Trade in Services (GATS). In particular, the report explores how the degree of flexibility afforded to all Members under the GATS shapes its approach to SDT. Further, the report analyses the current proposals for improving SDT provisions in the GATS and presents some initial empirical evidence on the use and effectiveness of SDT provisions in the GATS, both in terms of market access in sectors of export interest to developing countries and services-related technical assistance.

Fish piracy, or illegal fishing activity, depletes global fish stocks and undermines efforts to ensure continued, renewable stocks for the future. It also damages the economic and social welfare of those involved in legal fishing, and reduces incentives to play by the rules. But despite national and international efforts, illegal, unreported and unregulated (IUU) fishing continues to thrive worldwide.
