This seminar organised by IMHE focuses on Governing boards and institutional leaders. The roles of higher education institutions are changing and in many countries their relation to central government is also evolving. Institutions are becoming more responsible for the development of their own strategies and for the management of their operations. Higher education plays a vital role in driving economic growth and social cohesion. It has grown dramatically – with more than 17,000 higher education institutions in the world. At our meeting, we agreed on a new task: to go beyond growth, by making higher education not just bigger but also better. We discussed how to meet this challenge. Every country is different, and there were many points of view. But we agreed that a major programme of reform is needed, giving more emphasis to outcomes in particular.

A basic problem with delivering a better higher education system is funding. Since the Second World War higher education, just as secondary and primary schools, has been considered as a public good, and so in most OECD countries the service had to be delivered free of charge to students through taxation. However, tighter public budgets and stiffer global competition for talent have led to a renewed interest in student fees as a possible way of raising more funding. The issue poses several tricky challenges, about access, equity, student finance, debt, and so on.

The G8 and OECD work very closely together. Top OECD officials meet periodically with the personal representatives of the G8 leaders (Sherpas and sous-Sherpas) to discuss current and future OECD work related to G8 issues. For this year's Summit in Saint Petersburg, Russia, the top priorities laid down by President Vladimir Putin are global security, education and fighting infectious diseases. The OECD, and the International Energy Agency, have been co-operating very closely with the Russian presidency in the preparation of the G8 discussions.

This study aims to assist countries in developing and implementing effective policies for equity in education. It examines the contribution of different phases of education to lifetime equity and inequity and looks, in particular, at socio-economic, ethnic, regional and gender issues. It is primarily concerned with equality of opportunity while recognising that relative equality of outcomes is often used as an indicator of equality of opportunity.

All students have the right to a quality learning environment, however in many countries, the educational process is compromised by poor physical infrastructure. Six international experts share experience in evaluating the quality of educational facilities in the journal of the OECD Programme on Educational Building PEB Exchange (February issue).

As a follow-up to recommendations from the two reviews on China which had an important impact on legislation and policy development in the sector, the OECD is aiming to strengthen research capacity on tertiary education finance and quality. The goal of this activity is a long-term research collaboration between Chinese and Swiss universities and research institutions on policy issues of mutual interest in the domain of education development and governance.
