All-day Schooling in Düsseldorf, Germany

Düsseldorf, the capital of Nordrhein-Westfalen, is one German city applying the concept of all-day schooling. The facilities needed for an all-day school are described below, as well as the conversion of one of Düsseldorf’s 72 primary schools for this purpose.

PEB priorities for 2007-08

OECD countries have agreed to renew the PEB mandate for a further two years. The Programme assists members to make the most effective use of the resources devoted to educational facilities at all levels and there is a full programme of activities planned for that period. These include work on financing infrastructure, defining and evaluating the quality of educational buildings, data gathering, following up work on school safety, and analysising innovation in educational facility design.

More OECD countries focusing on early childhood as key to education success

19/09/2006 - A new OECD report on early childhood policy, Starting Strong II, shows that more countries are making early childhood education and care a priority, with greater attention paid to service quality. Increasingly, it shows, the early years are viewed as the first step in lifelong learning and a key to successful social, family and education policies.

The roles of higher education institutions are changing and in many countries their relation to central government is also evolving. Institutions are becoming more responsible for the development of their own strategies and for the management of their operations. Higher education plays a vital role in driving economic growth and social cohesion. It has grown dramatically – with more than 17,000 higher education institutions in the world. At our meeting, we agreed on a new task: to go beyond growth, by making higher education not just bigger but also better. We discussed how to meet this challenge. Every country is different, and there were many points of view. But we agreed that a major programme of reform is needed, giving more emphasis to outcomes in particular.

A basic problem with delivering a better higher education system is funding. Since the Second World War higher education, just as secondary and primary schools, has been considered as a public good, and so in most OECD countries the service had to be delivered free of charge to students through taxation. However, tighter public budgets and stiffer global competition for talent have led to a renewed interest in student fees as a possible way of raising more funding. The issue poses several tricky challenges, about access, equity, student finance, debt, and so on.

Equity in Education Thematic Review

This study aims to assist countries in developing and implementing effective policies for equity in education. It examines the contribution of different phases of education to lifetime equity and inequity and looks, in particular, at socio-economic, ethnic, regional and gender issues. It is primarily concerned with equality of opportunity while recognising that relative equality of outcomes is often used as an indicator of equality of opportunity.
