At their Meeting in May 2008, the DAC High-Level Meeting endorsed a Statement of Progress on Integrating Climate Change Adaptation into Development Co-operation. The Statement aims to highlight the progress achieved by DAC donors in integrating climate change adaptation into their operations and outlines key challenges for the future. It will be brought to the attention of participants in the G8 Hokkaido Toyako Summit in July 2008.

The Statement highlights the progress achieved by donors and developing country partners in applying strategic environmental assessment approaches, as called for by "The Paris Declaration on Aid Effectiveness", and outlines key challenges for the future.

The main objective of the assessment was to test the methodology as a tool for assessing the quality of a country procurement system in terms of its effectiveness and efficiency which developing countries and development partners can use to assess quality and effectiveness of national procurement systems. The assessment was intended to provide the basis for formulating capacity development plans to improve the procurement system.

This edition of DACnews provides a "scorecard" on recent efforts to improve aid effectiveness. It looks at conflict situations, how they can block successful development, and DAC work to help promote more stable and better functioning governments. Fragmentation, stemming from a proliferation of donors and projects in one country, is another major stumbling block to effective development on the ground. These have all become priority issues as the preparations for the Third HLF on Aid Effectiveness gear up. Eckhard Deutscher, new DAC Chair, offers his view on the way forward.
